Laying sod on a balcony?

Especially if you rent this place, I wouldn't do anything like this. It seems like it would leak or become a big mess. They do make "puppy patches," which would be pretty much what you want to do, but it's already done for you. They're made specifically so that nothing will leak out or smell.
