CPU fan goes nuts, and there's no video signal?

This sounds to be an issue with your power supply. It is also possible, but less likely, that your video card is causing the issue. If you don't mind attempting a fix yourself, try swapping in a different PSU (from an acquaintance?). If that doesn't work then try swapping in a different GPU.
