Why is their a huge mound on properties with a septic tank?

You may be referring to a sand mound, inside of mound are perforated pipes to allow waste water from septic to waste water tank to drain into the mound, the exposed pipes would be for clean out/servicing, not advisable to drive on or put anything heavy on mound or you can cause damage.
