How can I get my step-son to pick up the dog poo,when my wife is buying him a new dirt bike?

He is one suspension away from expulsion. We got him a new quad for Christmas, two years ago, and he flunked 7th. grade twice! I know what really needs to be done, but the Do-Gooders of the world would have me put away. Help!!!!!!
